Born and raised in Poughkeepsie, Thomas J. O’Neill is a lifelong resident of Dutchess County. He is a graduate of Holy Trinity School in Poughkeepsie, the Cardinal Farley Military Academy in Rhinecliff, and Hiram Scott College in Nebraska.

After graduating from college, he worked as a police officer in the Town of Poughkeepsie, serving as President of his Police Academy Class. He worked his way through Western New England Law School earning his J.D. in 1976.

For 17 years after earning his law degree, Thomas J O’Neill worked at the law firm of Peter L. Maroulis in Poughkeepsie. In 1995, he established his own law firm, O’Neill and Thatcher, LLP.

In 1983, O’Neill was elected to the first of ten terms as a City Councilman in Poughkeepsie. Working with Mayor Colette Lafuente, he was a leader in the effort to bring about the renaissance and new development in the City of Poughkeepsie and along the waterfront.

He and his wife Marcia are the proud parents of two children, Emily and Andrew.
